This moratorium is probably aimed at Dream Homes. They build 6 bedroom homes with no basements on slabs with no garages and rent their houses out to big families. These houses get beat up quickly as the kids have no inside place to play (basement). These houses are built in factories and assembled by cranes on site. Quality is marginal at best.
