You can download the latest source release of mspgcc4 (20100815, though there should be another later today) from http://sourceforge.net/projects/mspgcc4/. There's a MinGW.txt file in the root directory that may help with building, if you're not using cygwin.
I don't have a good windows development environment, and personally want to stay out of the distribution business, so unless/until somebody volunteers to provide packaged versions the latest versions are only available in source form.
