We've educated our admins to go direct to the web interface instead of using the console for accessing reports....

We've always been told that the response time is purely based on SSRS performance so there's nothing much to be done in ConfigMgr itself. Note that the ConfigMgr 2012 R2 console is noticeably faster though in all areas.
