I heard the same thing (read it on FutureDisk, I think).

I asked Rob Hiep for details, and judging by his reply, I think Sunrise
doesn't have the source code yet. The text data is avialable and translated
(by Takamichi more than a year ago), but the game itself can't handle
English texts yet.

Anyway, that was some months ago. Maybe the situation has advanced since then.
