I've updated https://gna.org/bugs/index.php?9099 with a minimally useful, working implementation of a "frame". Please review/test. If there are no issues I'll push it to mainline in a couple of days.
Open questions about this feature: What should it be called? Document/image/canvas frame/border? Should it be somewhere else in the menues than now?
