  lirc udev rule causes unreliable startup

Bug description:
  Binary package hint: lirc

  The udev rule
  /lib/udev/rules.d/85-lirc.rules
  is causing a race condition. In the init script the drivers are loaded, which 
cause the udev rule to be executed which in turn restart the lirc. This leads 
to unreliable startup for lirc_serial or similar modules which are not loaded 
through udev/usb

  I would suggest to either remove the udev rule or make sure the script
  can handle that
