NRPE is not designed for passive checks. The reason you can't send passive results over NRPE is because the only communication NRPE has with Nagios is through the output and exit code of check_nrpe. In other words, it does not submit the results directly to Nagios, rather it relies on Nagios running the command directly (the definition of an active check). NSCA is a solution for passive monitoring.
