Summary: ResGenTask locks .resx file
Initial Comment:
The resgen task continues to hold a lock on the input
file after it completes. Probably it is because in
ReferencesThirdPartyAssemblies() the StreamReader is
not disposed.
Change it to this and the problem goes away:

using (StreamReader streamreader = new StreamReader
(resourceFile, true))
{
XmlTextReader xmltextreader = new XmlTextReader
(streamreader);
XPathDocument xpathDoc = new XPathDocument
(xmltextreader);
...
