OMAHA -- For the first time in decades, the eight states and the
coalition of 30 American Indian tribes that make up the Missouri River
Basin Association agree on a way to manage the river's flow.

The association finalized a river management plan Monday and will offer
its recommendations in a letter to be sent today to the U.S. Army Corps
of 
Engineers, said Richard Opper, the association's executive director.
