Provide Chunked Encoding support for incoming requests
* Shortcomings:
a) for chunked encodings, spooling to files is turned off (since
decoding happens in memory)
b) chunked encodings still require X-Expected-Entity-Length to
terminate reliably
Checking for eof would be the best for (b).
