High Court Rejects Students' Right to Sue Under Privacy Law
In what is seen as a victory for school districts and colleges, the U.S.
Supreme
Court has ruled that the federal law that guarantees the privacy of student
records may not be enforced through private lawsuits. Parents and students will

no longer be able to resort to litigation if they believe a school or college
has illegally released their education records, the Court ruled. Rather, their
sole avenue of complaint will be the Family Policy Compliance Office in the

On Tuesday, June 11, 2002, http://www.lonestarbroadband.org,
a Web-based telecommunications toolkit was launched
at a press conference at the University of Texas at Austin.

Lonestar Broadband is a telecommunications toolkit for rural
leaders and officials interested in securing high-speed services
essential for economic development, education and health care in their
communities.  The toolkit features success stories of rural Texas communities
that have secured or are in the process of securing broadband services.  Based
primarily on personal interviews with local business, economic development and
community leaders, the purpose of these stories is to serve as models for
community-based broadband initiatives and offer lessons learned from the
successes and failures of past efforts.  These stories demonstrate the ways in
which broadband is serving local economic and community development
initiatives.

In addition to these community models, the toolkit offers a variety of
broadband-related resources, many of which have been developed by the research
team through extensive literature review, interviews with telecommunications
providers, community leaders, and state officials.

The contents of this site were produced by a research team of graduate students
at the LBJ School of Public Affairs at the University of Texas at Austin (some
of us are participants here on the Digital Divide discussion group). The State
of Texas Public Utilities Commission contracted with the team of students,
under the faculty supervision of Dr. Gary Chapman, to conduct a policy research
project on telecommunications and economic development in Texas.  Access to
broadband service in rural Texas is considered essential for future economic
development, education, and health care, yet it remains largely unavailable in
remote communities.

A little light year-end viewing for science,
technology, and physics classrooms with
inquiry-based learning and a fast Web
connection.

World Cup Soccer finals (for humans) take
place in June this year. Parallel to that
tournament, the Robocup robot soccer league
championships will take place in Fukuoka,
Japan, and Busan, South Korea, from June
19 to 25.

is competing this year:

   "Billed as the largest and most important
   autonomous robot competition in the world,
   the tournament is now in its sixth year,
   having attracted teams from over 23
   countries."

   "The contest was established with the
   ultimate aim of creating a squad of
   mechanical soccer players that can take

There are four different competitions, for
small, medium, large, and four-footed robots.
The rules for robot design and behaviour
during play may be of interest to your class.

Many participants mount video coverage of their
teams on university and technical institute
servers: video from last year's competition

Your class can try a search for...

    Robocup AND video AND 2002

... to see some recent qualifying matches.

The larger robots must be "autonomous players"
-- robots smart enough to work as a team
without direction from the sidelines -- and
some of the robots show truly uncanny skill.
To put an educational spin on this, ask your
students to come up with a list of required
attributes for autonomous robots that play
soccer as a team against another robot team.

HIGH COURT TO CONSIDER NET FILTERS
   On Thursday, the Bush administration renewed its legal battle against
   Internet pornography. The Justice Department, acting on behalf of the FCC
   and the U.S. Institute of Museum and Library Sciences, formally notified the

   Supreme Court that it will appeal last month's overturning of the Children's

   Internet Protection Act (CIPA). The 3rd U.S. Circuit Court of Appeals in
   Philadelphia ruled unanimously that CIPA relies on filtering software which
   blocks sites that should not be supressed. "Given the crudeness of filtering

   technology, any technology protection measure mandated by CIPA will
   necessarily bock access to a substantial amount of speech whose suppression
   serves no legitimate government interest," the judges wrote. Justice
   Department lawyers argue that Internet pornography is too pervasive to not
   have protections for children. Also, the law does allow for adults to
   request filters to be turned off. The lawyers added that libraries who
   wished to provide unfiltered Web access could simply turn down
federal   funding.

POWERED BY CLASSROOM CONNECT

San Antonio, TX - June 17, 2002 - Arizona School Services through
Educational Technology (ASSET), an organization that provides the latest
professional development opportunities to Arizona educators, today at
the National Education Computing Conference (NECC), announced it has
launched its own online professional development Web site powered by
Classroom Connect.  Professional development courses, available free of
charge to all Arizona teachers and administrators, are located at
<http://www.asset.asu.edu> and begin the first week in June.

Approximately 35,000 educators are expected to use the ASSET Education
Portal, which features brief tutorials and "How To" topics in addition
to 12 courses hand-picked from Classroom Connect's Connected UniversityŽ
professional development course catalog.  Key to ASSET's appeal to
Arizona educators is the five customized, Arizona-specific courses that
are delivered via the Connected University platform.

"Through the Connected University Authors course, our course designers
were able to learn how to create courses specific to the needs of
Arizona educators," said Kathryn Kilroy, executive director of ASSET.
"There is such a need for professional development that can take place
on each educator's own time, that online instruction was a natural
solution for us to serve Arizona's teachers."  The new Arizona courses
will serve as "doors" to other resources on the ASSET Web site, all of
which will soon be available only through the ASSET Education Portal.

ASSET has authored courses in addition to those currently offered
through Connected University.  "As more states identify a need to
enhance educators' expertise in specific areas, the need for more
customized and online-delivered professional development will continue
to grow," said Pat Harrigan, president and CEO of Classroom Connect.
"We have had a wonderful experience working with ASSET and feel we have
collectively developed a tool from which all educators in Arizona will
benefit."

In addition to the courses, ASSET now uses a customized calendar
function to announce events, speakers, registration deadlines, beginning
and ending course dates, and other pertinent information.  Although
ASSET will administer all the courses and functions, Classroom Connect's
professional trainers will provide support and help monitor progress.

Educators will access the portal with a one-time activation code and
afterward with a user ID and password.
