Ok got rsync working and the md5 checks out, but I'm still only getting half 
the file when I uncompress it.

What uncompress tool are you using? I've tried a few but I'm not sure if they 
cope with files this big...

I've just downloaded this file from the same place and it was fine so most 
likely it has become corrupt during the download.  You
might want to check the md5sum of the file you downloaded to verify this - a 
quick google search turned up this tool for windows:
http://www.md5summer.org/

Because of the size of the file I'd suggest downloading it with rsync, rather 
than just trying again, which will guarantee a correct
download.  Looking around this is available for cygwin (under windows) which is 
probably your best bet - although it would involve
installing quite a few random bits of software to get this working.

You can then download the planet file using:

rsync rsync://ftp.heanet.ie/mirrors/openstreetmap.org/planet-081126.osm.bz2 .
