Ok got rsync working and the md5 checks out, but I'm still only getting half the file when I uncompress it.
What uncompress tool are you using? I've tried a few but I'm not sure if they cope with files this big... You might want to check the md5sum of the file you downloaded to verify this - a quick google search turned up this tool for windows: http://www.md5summer.org/ Because of the size of the file I'd suggest downloading it with rsync, rather than just trying again, which will guarantee a correct download. Looking around this is available for cygwin (under windows) which is probably your best bet - although it would involve installing quite a few random bits of software to get this working. You can then download the planet file using: rsync rsync://ftp.heanet.ie/mirrors/openstreetmap.org/planet-081126.osm.bz2 .
