What you want to do is to create a group policy that will only allow
perhaps system or domain admin rights to the following key(s)
HKLM\System\CurrentControlSet\Service\USBhub
HKLM\System\CurrentControlSet\Service\USBuhci make sure you make the
entry start to 0 
HKML\System\CurrentControlSet\Service\usbstor

I can't test this here - I'm writing to you from NT 4.0 Workstation,
this is pure speculation on my part.

The only other solution I've seen offered is to disable the plug and
play service but the systems I've tried this on don't seem to like it
and I've not got around to trying to find out why.
