I get the same result on Win64 when I move the luatex binary from the tex/texmf-win64/bin/ directory. This may sound stupid, but could you check whether the bin directory contain the required binary? Sorry, "luatex --version" and even "whereis luatex" should give the same result (but on Windows, it seems to be https://ss64.com/nt/where.html).
