either \defineenumeration is broken in , or I always used it incorrectly:
\defineenumeration[definition]
[sectionnumber=chapter,
text=Definition,
location=hanging,
way=bychapter]\starttext \startdefinition Test \stopdefinition \stoptext
I get
definition[]Definition 0 Test
but used to get
Definition 1 Test
