I have played with this yesterday evening, but without success. I tried

technically it's possible to have no password (at least the specs say so) but i can't get it working;
do you have a file without password that is editable made by another app?
Unfortunately not. Using pdfcrypt I created encrypted but not editable PDF, see http://typokvitek.com/tmp/pdfpermit3.pdf
open password 'A', user password 'B'.
