Have you tried to put the \swichtobodyfont inside the
argument?

\switchtobodyfont[5pt]
etc.
}
\setuptables[bodyfont=small]
\setuptabulate[bodyfont=small]
the reason is that spacing depends on the bodyfont size so it need to be
controlled somehow
