Also 
\setupenumeration[verse]
  [alternative=left,
   text=,
   headcommand=\inleftmargin,
   distance=0em,
   way=bysection]
along with
   \setupmargindata[inleftmargin][color=bblue4,align=flushleft]
achieves the required effect. 

So then am I using alternative=leftmargin incorrectly?
