this also works with \null, but not well with small dimensions:

\setuppapersize[A6]
\setupitemgroup
[itemize][1]
[ before={\blank[quarterline]},
after={\blank[quarterline]\null}]
\starttext

\startitemize
\item a.
\stopitemize
\stopblockquote

I tend to think this might be a bug.
