in its simplest form, a booklet may be:

   \setuppapersize[A4][A3, landscape]
   \setuparranging[2UP]
   \starttext
   \dorecurse{28}{\section{Section}\input zapf}
   \stoptext

I think this seems to be what you may be aiming at.
