Does it help if you download ftp://tug.ctan.org/pub/tex-archive/language/hyphenation/elhyphen/GRAhyph4.tex save it somewhere in the TeX tree, run "mktexlsr" or "texhash" (whichever works) and run the command again? It usually helped if I uncommented some lines in cont-usr.tex (cont-usr.ori copied into cont-usr.tex if it doesn't exist), such as \installlanguage [\s!sl] [\c!state=\v!start] % slovenian but I don't see "gr" or "agr" there. Does it help if you add the following two lines there \installlanguage [\s!gr] [\c!state=\v!start] \installlanguage [\s!agr] [\c!state=\v!start] and rebuild the formats?
