Does it help if you download ftp://tug.ctan.org/pub/tex-archive/language/hyphenation/elhyphen/GRAhyph4.tex save it somewhere in the TeX tree, run "mktexlsr" or "texhash" (whichever works) and run the command again? Does it help if you add the following two lines there \installlanguage [\s!gr] [\c!state=\v!start] \installlanguage [\s!agr] [\c!state=\v!start] and rebuild the formats?
