Indeed. And I think for several reasons:
- I believed, that texexec --module does not execute commands without a
 "%D" at the beginning of the line
- usually, space in the beginning of the line is ignored
- I've found another similar case:

%D \module[file=t-test]
\appendtoks \abc \to \everystarttext

fails with:

This is realted to the bug with \filename (see my post yesterday). As a temporary solution, add this to the top of your module (at least works in this case, haven't tested with the french module).

%M \unexpanded\def\filename#1{{\\tttf\hyphenatedurl{#1}}}
