i wonder if c:\ruby\bin is the problem;
can you run ruby texmfstart,rb ?
(this while script becoming a exe is quite painful and fragile, which is
why i always run things by stub)
also, if you use luatex ... you can adapt the scite properties files
(user ones) to use 'context' instead of 'texexec'
