This indeed is a cleaner syntax.
However, on the subject of \placefigure,
there appears to be a small bug in mkiv.
(Untested) minimal example:
\usemodule[bib]
...
\starttext
\placefigure[right,none]{}{\externalfigure[file][width=.3\textwidth]
Text...\cite{Me2009}
\blank[2*line]
\placepublications[criterium=all]
\stoptext
The publications list is typeset full \textwidth and overflows the figure.
