What do you mean by that these macros are not available?

Doesn't the following work? (untested, but I will be really surprised if it doesn't work)

\def\startpoety
  {\startlines
   % All the remaining setup
  }

\def\stoppoety
 {%whatever setup you want
  \stoplines}
