but you can’t change all values because the hook is called to late.
Another approach:
\unprotected\getparameters[defaultoptions][frame=off,topframe=on,leftframe=on,parent=\??ol]
\setupframed[framecolor=green]
\starttext
\framed[parent=defaultoptions]{test}
\stoptext
