I’m afraid it fails:
tex error > tex error on line 3 in file a.tex: ! Extra }, or
forgotten \endgroup
l.3 \quotation{A}
1 \setupquotation[method=font]
2 \starttext
3 >> \quotation{A}
4 \stoptext
