Sharepoint Designer 2007 was what “replaced” Frontpage in Office. They aren’t equivalent and it has quirks, but it is still free and should easily do what you want: http://www.microsoft.com/en-us/download/details.aspx?id=21581
Don’t try 2010 as it can only operate directly on Sharepoint sites.
