Sharepoint Designer 2007 was what “replaced” Frontpage in Office.  They aren’t 
equivalent and it has quirks, but it is still free and should easily do what 
you want:

Don’t try 2010 as it can only operate directly on Sharepoint sites.  I haven’t 
looked at 2013 yet, but it may have the same limitation.

CoffeeCup HTML editor.  There’s a free edition which it sounds like will do 
everything you need plus a paid edition with additional features.

That’s what I have been using.
This new person wants like Dreamweaver for a site that just has hyperlinks to 
printers and switches and stuff.

Still would like to get her something she is comfortable with and something I
