To verify that this is the case, do you have a full GUI 2012 R2 box that you can use to try and manage the Core server? That should tell you if it is an issue with the OS version, or version of the tools.

You're essentially trying to manage it from a Win7 equivalent. You are correct that there are 'services and features' missing from Core. That's why they call it Core. Pretty much all the GUI stuff is unavailable. Generally, I add the RSAT to a desktop in the domain and can access the servers from that computer.
