Not sure if this was mentioned, but you could make these identities cloud only 
accounts. I had a client who did just that:


1)      They had on prem identities, used for their XenDesktop environments, 
file shares, etc., etc.

2)      They decided to implement cloud identities vs. implementing AAD Connect.

Ultimately I thought the solution was a bit cumbersome, but they built password 
changes into both on prem and O365 in a way that the user really thought they 
were the same (custom app work that’s way over my head).

So it’s doable to implement O365 WITHOUT syncing your on premises identities, 
but you really have to factor in how well you’re going to account for password 
changes. Typical users aren’t super keen on going to multiple spots to change 
that password. ☺

Office 365 accounts are azure ad accounts automatically. That said, is easy to 
set up azure ad connect to sync your on premises ad accounts to azure ad. It 
keeps the account properties , including password and group membership, in sync 
between the two so that they appear to be a single account for most purposes.

I would assume all the tiers operate the same and if you want to manage them 
from on-prem AD you'll have to setup Azure AD sync on a server. So yes, tied to 
Azure but not isolated from your domain completely.

For the E1 licensing, I've heard a rumor that they have to be tied to Azure AD, 
not on-prem AD.  Does anyone know if that's correct?  We have several hundred 
employees that don't need a computer or Office, but do need e-mail, for 
timesheet purposes.  We want to give those folks E1 licenses.
