I know exactly what your problem is. The NT security on the directory does
not have the IUSR_computername (anonymous) account with any security
context, or if the account is listed, it does not have any privs. If this
fails, then verify the webserver properties to see that the anonymous
account is actually IUSR_computername.
The easy way to test this out is when it prompts you for a
username/password, try the admin account and password.
I sometimes remove the anonymous account to directories that I want to
have added security on. When a user calls up a webpage, IIS prompts them
for the security context with which to execute the page. If they don't
have an account, then they can't see the data.
