I'm beginning to see why nothing has been done along these lines before.  I
think I'll focus on ODE solvers, if anything.

There are some packages in Octave Forge which we generally don't want people
to install blindly, because they overwrite core Octave functions and can
cause trouble.  So I don't think you want to install all packages.
