This problem occurs in during install/uninstall in two ways:
1. Start of component fails - this leaves the compoenent in a half-started
state where the quartz scheduler still thinks it running.
2. Component is stopped (due to uninstall) but quartz scheduler is still
registered.
The manifestation of the problem is an error when the component is re-installed
indicating that there is already a quartz scheduler registered.
