Created unit-test NegativeInitializationText. The test creates an <onEvent>
element that references a correlation set before it has been initialized.
1) Is it possible to catch this in the compiler?
2) If not an exception should be propogated to the caller. Currently it does
not appear that the exception is propogated in that the message exchange does
not indicate that anything went wrong. ( see EH_EVENT.run():123 and catch at
line 132 )
