I have chosen not to vote because:

1) The basis for the vote seems unfair for several reasons I outlined
   before.

2) The options are B and C - but nobody can agree on what B is -
   as (IMHO) demonstrated by the lack of voter turnout and the
   considerable discussion on "The meaning of B".
 
3) You have arbitarily chosen to remove option A which got more
   votes than B in the last iteration of voting.  Various attempts
   at fairer voting systems eliminate the *least* popular candidate,
   this is the first I've seen where the *most* popular is eliminated
   in the second round!

So, this vote is meaningless.

IMHO, some small group needs to go off and form a concrete B-like
proposal and return to this list with a simple question like:

   Do you accept this formulation or not?

If not then we see what went wrong and try again. IMHO, any reasonable
formalization of a B-like solution would be accepted cleanly and
immediately.
