The AFS Servers are not supported on Windows even though they are still
included in the packaging.  You should only install the 64-bit client
functionality and the 32-bit WOW MSI for a Windows Server 2012 R2 system.

In addition you need some form of Kerberos as described at

There is no AFS Client Configuration tool on Windows 8 / Server 2012 or
above.  The control panel utility that was shipped for Windows 7 and
earlier is not compatible with Windows 8 and the AFS Redirector
configuration.

The AFS Server Configuration tool is intended only for sites that are
installing the AFS Servers (Volume Location, Protection, File) on a
Windows system.   These tools are not maintained and are known not to work.
