The commits to support 5.18 (as well as some of the newer compilers) were recently merged into the master (development) branch.
These commits have been also been pulled in for the 1.8.x stable release and are being reviewed and are waiting for final approval. The top gerrit is 15065 (https://gerrit.openafs.org/15065). Some information about these commits can be found here -> https://wiki.openafs.org/devel/Whiteboard/ The error that you are seeing (the missing ltmain.sh file) is because the "regen.sh" script wasn't ran. regen.sh sets up the libtool environment as well as setting up and running the autoconf tools.
