Open Governance applies to Qt 4.8 too, even though it will be somewhat weird 
in that the proper module structure is not present.

There will probably be a lot of 4.8 patch releases, like there were for Qt 3.3 
(it ended in 3.3.8 / 3.3.8b / 3.3.9, which is the same release with different 
licenses and copyright).
