This works! It detects my ST-LINK perfectly, and I am able to debug my device 
using it.

Also, this exe failed to start up without the dll file in place. This will also 
make it future-proof as it now truly uses dynamic linking, and should ever come 
a need in the future to switch library versions, should be easier.

I hope it's safe to release your openocd binaries using the new libs now. :)
