It seems to me Fedora does have some good infrastructure to facilitate cross build using MinGW. https://fedoraproject.org/wiki/MinGW/CrossCompilerFramework https://admin.fedoraproject.org/pkgdb/acls/list/?searchwords=mingw* It has a lot of MinGW packages, including its own mingw-pkg-config and big ones like boost and qt. It even has libusbx. But it has no libftdi and OpenOCD.
