[openssl.org #1306] apps/apps.c does not define strcasecmp

The #define _POSIX_C_SOURCE 2 at the beginning of apps/apps.c causes
  string.h  on Solaris not to declare strcascmp.

Shouldn't #define be protexct by an #ifdef for VMS?
