I asked in #openstack-state-management channel who else can do a
release, but haven't heard back from anyone yet.

The library releases team manages all oslo releases; submit a
proposed release to openstack/releases. I need to pop out shortly
but will look in in my evening to see about getting the release
tagged. If Dims or Doug are around now they can do it too,
obviously :)

That's the easy part.  The hard part is finding someone that can
create the stable/juno branch for the taskflow project.  I've only
ever seen dhellmann do that for oslo libraries.


Checking in, anyone in oslo-core should be able to make this branch
(and a release), but if u guys need me to I can do it later, just
traveling for a little while longer...

Then it's all rainbows and unicorns again for cinder in stable/juno!
