Hi Matthias,

collectd-openstack-plugins does not appear to be an official repo under
governance [1]. For these types of projects to do a release, the team would
need to push a tag to the repo. That will trigger some post jobs to run that
will create and publish tarballs. Some basic information (though slightly
different context) can be found here [2].
