Those are all good points. Sorry for making you rehash stuff that was
already discussed.

So I guess the idea is to have a place where several groups can track
their own backlogs, but then a prioritized list can be created from
those separate backlogs?

In the Storyboard data model, that sounds like separate projects for
each SIG or WG, and then 1 worklist that they all manually update with
their priority items. I say "manually" because if we just combine all of
the backlogs we don't have any good way to order the items and select
the top N.
