I think they mean much the same thing.  I have assumed they meant:

GA - General Availability  (ie. Released)

GM - Gold Master  (The ISO that is going to be released.  Still called
GM after release.)

So in most organizations, the GM is created and tested for a short
while prior to it being made GA.
