I searched my old emails. I had this error once on Oracle 7.3.4 on Solaris 2.6 or 2.7 back in January 1998. In my case, the solution had something to do with setting EPC_DISABLED=TRUE in the users and oracle's .profile, plus adding a line to the listener.ora, indicating that EPC_DISABLED=TRUE. If I recall correctly, Kevin Loney had some information about this on his web page.
