If conditional permission admin service is absent in the framework and only permission admin service is present,
then if any bundle is being installed with the optional "permissions.perm" file. Does that perm file need to be
considered or not. If it has to be considered what is the use of the file. Do we have

to assign the permissions in the perm file to the given bundle.
