CIA deputy forced out in intelligence shake-up

ISN SECURITY WATCH (29/12/04) - The CIA suffered another blow
yesterday, when its deputy director for intelligence decided to step
down, as a part of the Bush administration's effort to shake up the
elite espionage outfit. The New York Times reported on its website
that Jami Miscik had been forced out and would be the first major
change within the directorate of intelligence under CIA director
Porter Goss. "I can confirm that she did notify her workforce
yesterday that she's leaving that position," the newspaper quoted an
official of the agency as saying. Miscik's departure is the latest in
a series of high-level ousters that have prompted unease within the
CIA since Goss took over as director of central intelligence in
September. 
At least half a dozen officials who worked as top deputies to Goss's
predecessor, George Tenet, have been fired or have retired abruptly,
including the agency's No. 2 and No. 3 officials. Much of the top tier
of the agency's clandestine service has also gone, the newspaper said.
The top two officials at the CIA's clandestine unit resigned in
November. Goss took over in September with a mandate to reform the
agency, which has been under fire for intelligence failures related to
the 11 September 2001 attacks and flawed prewar reports about Iraq's
weapons of mass destruction. 
Citing a former intelligence official, The New York Times said Miscik
had been told before Christmas that Goss wanted to make a change and
that "the decision to depart was not hers". The CIA had no immediate
comment. Miscik had headed the CIA's analytical branch since 2002, the
newspaper said. The unit was responsible for making important
judgments about events around the world and prepares a highly
classified brief for the president each morning, the newspaper said.
The changes at the CIA have come as the agency is preparing for a
wider reorganization endorsed by Congress and the White House that
will strip it of its leading status among the country's intelligence
agencies. 
Under legislation signed into law this month, the chief of the CIA
will no longer oversee all 15 of the country's intelligence
organizations, which include operations in the Pentagon, the Federal
Bureau of Investigation (FBI), and the National Security Agency (NSA),
the newspaper reported
