March 24th, 2011 2:23 pm ET Jim Kouri <http://www.examiner.com/public-safety-in-national/jim-kouri> As the military coalition continues its implementation of United Nations Resolution 1973 to enforce a no-fly zone in the air space over Libya, there should be a concern over the belief that the government of Libya retains over 100 Scud-B missiles with about a 180 mile range, says one of the world's top experts in the field of missile defense. In 2004, Libya renounced its long-range missiles and turned its inventory over to the Bush Administration, including its Scud-C, but the Libyan leader Col. Moamar Khadhafi insisted on keeping the Scud-B's for "self defense" purposes, according to a story in the New York Times. Libya sent five Scud-C missiles with a range of almost 500 miles to the United States. Libya's Russian-made Scud-B's have warheads with a payload of 2,200 pounds of explosives. The number of Scud-B's bought from Moscow is unclear, but is said to be in the hundreds, according to news reports at the time. In addition, Libya possesses a rudimentary chemical and biological weapons capability that could be used at Col. Khadhafi's discretion, says chairman and founder of the Missile Defense Advocacy Alliance, Riki Ellison. According to MDAA, Scud-B missiles are not very accurate but can be effective against high density population targets and, to a lesser extent, opposing military operations. For example, Iraq successfully launched Scud missiles against U.S. command centers, military staging areas and major population centers during the Gulf War in 1991. Saddam Hussein's regime even launched Scuds against Israel during the U.S.-led operation to push Saddam's forces out of Kuwait. To deter and defend against the possible use of Scud-B missiles by Libyan forces, some members of the international coalition, including France, Qatar and the United States, have regional and tactical missile defense platforms at their disposal if required. The United States has two such systems in its Aegis Ballistic Missile Defense (BMD) ships and its mobile land-based Patriot Air and Missile Defense System (PAC-3) batteries; both have a tested and proven capability to defend against Scud missiles. U.S. Aegis BMD ships are deployed in the Mediterranean Sea and U.S. Patriot batteries are nearby in Poland and Germany. Qatar has the Patriot missile defense system and France has the Sol-Air Moyenne Portee Terrestre (SAMP/T) Air Defense system, a similar system to the U.S. Patriot. In this current situation, missile defense is an international force for the safety, defense and protection of innocent civilians and the international coalition that is implementing U.N. Resolution 1973, said Ellison.
