I'd suggest ds2436 battery monitor. Which voltage do you want to monitor?
Regarding water detection: You could possibly do that with another ds2436, 
ds2450 or ds2406 (digital input only).

I haven't got a circuit ready but I'm sure there are creative solutions to 
that problem somewhere :)
